So what constitutes "breast"? Does this mean EVERY SINGLE CHEERLEADER in the STATE must have a new outfit? No tanktops in 100 degree weather? No mini skirts, or ANY skirts on windy days?

What about accidental bra strap slips? 1st graders with new clothes that they are supposed to "grow into"? How about what the teachers or parents wear?

I will never understand the hatred level of youth fashions especially when the hatred for it is written into law.

There are a million things the government is involved with that they shouldn't be. Dictating what fashion we wear is definitely among the top things the government should stay out of.
